Bio:
Born in San Salvador on March 31, 1981. In 2009, David became the first person with a disability in the history of El Salvador to be elected as a Congressman of the Legislative Assembly. Thanks to the results delivered to the nation in each legislature, he was reelected for four consecutive terms.
He has a degree in Public Administration Management from the University of Chile (Chile), and in Management of Entrepreneurship and Innovation projects of International Cooperation from the Pontifical Catholic University of Valparaíso (Chile).
He has participated in various courses, forums and conferences, including: The New Strategies Forum for Training and Employment of people with disabilities, in Santa Cruz, Bolivia; the International Visitor Leadership Program, in Washington DC, United States; and the Global Summit on Disability and Inclusion in Argentina.
David is also fellow of international organizations such as the Central Americas Leadership Initiative (CALI), and the Latin American Network of Young Parliamentarians. He is a founding member of the Democracy and Justice Foundation (DTJ).
SOCIAL IMPACT
His life has been an inspiration to many, and he is constantly invited to give inspirational and motivational talks to students in universities, schools, colleges, executives of private companies and civil society organizations, in general.
He is the forerunner of Fundación Sin Límites, a non-profit organization that is dedicated to promoting initiatives in favor of the sector of people with disabilities, as well as promoting respect for their rights. He was Vice President of Special Olympics of El Salvador.
LEGISLATIVE LEGACY
David has given life to important laws and reforms, staying close and open to the proposals of different civil organizations and the different productive sectors at the national level.
During his performance as Congressman, he initiated and accompanied in the law formation process, a diversity of relevant issues, focused on five main areas:
