Ricardo A. Rivera-Cardona is chief executive officer at Refulgent Strategies. In this position, Ricardo empowers health care providers to excel in value-based models. For example, transforming a fee-for-service system to a value-based payment system for a network of more than 2,500 physicians serving close to 650,000 people in New York City. Previously, Ricardo was the executive director of the Puerto Rico Health Insurance Administration, where he turned a $200 million projected deficit into an $85 million surplus in three years without sacrificing participants’ benefits or quality of service. Prior to this, Ricardo was the president of a local health and life insurance companies in Puerto Rico. He also served as secretary of the Puerto Rico Department of Economic Development and, simultaneously, as executive director of the Puerto Rico Trade and Export Company. Ricardo has also held positions at ICI Paints, Eli Lilly, and Procter & Gamble. He earned a bachelor’s degree in engineering and a master’s degree in engineering management from Cornell University and a master’s degree in health administration from Columbia University. Ricardo is a Fellow of the Health Innovators Fellowship and a member of the Aspen Global Leadership Network.
