Bio:
Economist, international consultant, and a private and social entrepreneur. Specialized in development finance and microfinance, public goods and private-public-social models and collaborative arrangements. Former advisor to multilateral and regional organizations on trede & FDI, economic development and competitiveness, with emphasis in value chains, infrastruture, energy and regional economic integration.
He has worked extensively in the public sector, at the national and international levels, He is the former Under Secretary of State of El Salvador. He was the first Presidential Commissioner of El Salvador for the Plan Puebla Panama (now Mesoamerica Project). His professional career began in Mexico in 1990 as advisor to Petróleos Mexicano, being part of the team that negotiated the NAFTA. He has served in the boards of Banco Multisectorial de Inversiones (BMI), National Investment Promotion Commission (PROESA), the Salvadoran Tourism Corporation (CORSATUR) and the National Commission on Science and Technology (CONACYT). He is since 2019 the representative of the Ibero-American General Secretariat (SEGIB) for Mexico, Central America and the Caribbean (based in Mexico City).
He is founding member of FESA, a private non-profit private foundation dedicated to providing opportunities through sports and education to kids and youth under social-risk conditions. He has been part of the Director´s board of Financiera Integral (Banco Integral since 2024) for 14 years. He is founder and President of Asoscia, a consulting and investment company.
He graduated from the University of Oxford, U.K. (M.Sc. in Economics for Development), and the Autonomous Technological Institute of Mexico-ITAM (Lic. en Economía). He is married to Maricarmen Rico and is proud father of five.
