From 1990 to 1993 Amb. de Obarrio served his country with distinction to the Organization of American States - OAS in a variety of roles, including that of Political Counselor, and Ambassador, Alternate Representative of Panama to the OAS, before returning to Panama to reincorporate himself to his professional activities.
In 1998, Amb. de Obarrio established his own practice, the law firm of de Obarrio Carles & Associates, reincorporating himself to the same after having been instrumental in the development of banking regulation, strengthening and transparency of Panama’s International Banking Center, in his capacity as General Counsel to Panama’s Superintendency of Banks, from October 2000 to March 2004.
Within the business, commercial and financial fields Amb. de Obarrio is the President & CEO of Nihao LatAm Group; President & CEO of 4Ever Magic Corporation, Marketing Representatives for The Walt Disney Company, for the region comprising Central America, Panama and the Caribbean; and serves as President and/or Director of various business ventures.
Amb. de Obarrio belongs to and is a board member of several cultural and professional organizations in Panama. He is the current President and founding member to the Latin American and Caribbean Network for Democracy; founding president to the Fundación Pro Desarrollo Educativo Integral - PRODEIN; founding president and member of the Board of Trustees to the National Centre for Competitiveness; founding vice-president to the “Private Sector of the Americas”, and Head Representative of the NGO Sector before Panama´s “Consejo de la Concertación Nacional para el Desarrollo”. He was also an elected member to the Panamanian Association of Business Executive’s (APEDE) Ethics Council; president to the “Democracy and Freedom Foundation”, which main project is the establishment of a “Human Rights and Freedom Museum: A Museum for Democracy”; president to the Argentine - Panama Friendship Association; president for two consecutive years of both the United States - Panama Business Council (USPA), Panama Chapter, as well as the Panamanian Association of Business Executives.
A Civil Society activist, Fellow to the Aspen Global Leadership Network, and a former member to the Inter American Development Bank´s Civil Society Group of Advisers (ConSoc), among his multiple services to Panamanian society and the country, Amb. de Obarrio was instrumental in the elaboration and approval of the Law on Transparency, the elaboration and signing of the Panama Business Ethics Compact, the National Justice Compact, the creation of the National Centre for Competitiveness; he was also key in the successful promotion of the “YES” vote in the national referendum on the Panama Canal expansion project, and for prompting the Social Cohesion process towards a National Development Strategy for Panama, to combat poverty and inequality.
