Rigoberto Cuéllar is the associate attorney general for Honduras. Rigoberto has a long career in public service, holding the following positions: chief prosecutor for the Technical Advisory Department, deputy director and chief prosecutor by law, and secretary of tate for Natural Resources and Environmental Matters. He has served as prosecutor for more than 10 years and has been advisor of several governments and international cooperation programs in matters of justice, law enforcement, violence and corruption prevention. Rigoberto is a founding member of Asociación de Estudios Penales y Sociales de Honduras (ASEPESH), a member of FACED-Justicia (Comisión de Derecho Procesal del Colegio de Abogados de Honduras, Federación Centroamericana de Asociaciones para el Fortalecimiento del Estado de Derecho), Colegio de Abogados de Honduras, Comisión Científica, Asociación de Ciudadanos and ASERjusticia - Juristas Para el Servicio y Apoyo al Estado de Derecho de Guatemala. Rigoberto obtained a law degree from Universidad Nacional Autónoma de Honduras and a masters certificate from Spain. He obtained his Ph.D from Universidad Jaume I, de Castelló de la Plana in 2001, completing his thesis on "La Reforma Procesal Penal y el Ministerio Público de Honduras: Justificación y Perspectiva". He received a scholarship from the Robert Schuman Center for Advanced Studies in Florence, Italy for a masters program on International Criminal Law. He has published many books and articles on criminal procedures and has been a contributor for many legislative projects. He has also been a professor for legal subjects in national and international universities (Honduras, Nicaragua, Colombia, Spain). He is married and has three children. He is a fellow of the ninth class of the Central America Leadership Initiative and a member of the Aspen Global Leadership Network.
