Bio:
Carlo is the Financial Counsellor (or "ECOFIN Counsellor") of the European Commission. He represents the Commission, and negotiates on its behalf, in the Financial Counsellors Group in the EU Council, coordinates the preparation of and participates in the meetings of ECOFIN Councils, and coordinates the activity of the Secretariat-General in the ECOFIN area.
In 2020-2021, Carlo worked in the Recovery and Resilience Task Force of the Commission, coordinating and implementing the EU Recovery and Resilience Facility. Carlo was part of the teams working on Greece, Bulgaria, Italy, the green transition, and public administration, leading the design of reforms and investments included in the Recovery and Resilience Plans.
In 2017-2020, Carlo was part of the team responsible for the European Green Deal in the Secretariat-General of the Commission, and led in 2020 the Commission Country Team for Bulgaria.
In 2013-2017, Carlo was Senior Economist for Greece in the Directorate-General for Economic Affairs of the Commission, where he led the design, negotiation, and monitoring of macro and structural reforms under the Greek Economic Adjustment Programmes. In 2018- 2019, he was seconded by the Commission to the Italian Ministry for European Affairs, to serve as Deputy Head of Cabinet.
Before joining the Commission, Carlo was Head of Unit at the Italian Regulatory Authority for Energy and at the Department for European Affairs of the Italian Prime Minister’s Office; Senior Advisor for Ambrosetti-European House; and Economic advisor and press secretary at the Italian Senate.
Between 1993 and 2013 Carlo was professor of European Economic Policy at LUISS “Guido Carli” University of Rome. He is a Catto Fellow of the Aspen Institute USA and a member of Aspen Institute Italia.
