Bio:
Carlo is the Financial Counsellor of the European Commission. Working at the Secretariat-General, he coordinates the Commission’s policymaking in the economic and financial domains, from design to adoption of the proposals by the European Parliament and the Council. He advises the Commission's senior management and the Cabinets of the President and of the Executive Vice-President, coordinates the Commission’s participation to the ECOFIN Council, and represents the Commission in the Financial Counsellors Working Party of the Council. Recent files for which he had responsibility were the reform of the stability and growth pact and the provision of macro-financial assistance to Ukraine.
Carlo has worked for the Commission since 2013. As Senior Economist for Greece, he led the design, negotiation, and monitoring of macro and structural reforms under the Greek Economic Adjustment Programmes. He was then part of the Green Deal team in the Secretariat-General, and in 2020 he joined the Recovery and Resilience Task Force of the Commission, working on Greece, Bulgaria, Italy, energy, and public administration. In 2018- 2019, he was seconded by the Commission to the Italian Ministry for European Affairs, to serve as Deputy Head of Cabinet.
Before joining the Commission, Carlo worked at the Italian Regulatory Authority for Energy, at the Department for European Affairs of the Italian Prime Minister’s Office, at Ambrosetti-European House, and at the Italian Senate.
Between 1993 and 2013 Carlo was also professor of European Economic Policy at LUISS “Guido Carli” University of Rome. He is a Catto Fellow of the Aspen Institute USA and a member of Aspen Institute Italia.
