Title and Organization:
Carlo works in the Recovery and Resilience Task Force of the European Commission, coordinating and implementing the EU Recovery and Resilience Facility. The EUR672bn facility will help the European Union emerge from the coronavirus crisis and make Member States more resilient and better prepared for the challenges posed by the green and digital transitions. Carlo is part of the teams working on Greece, Italy, Bulgaria, and on the green transition.
Between 2013 and 2020, Carlo was part of the Commission teams working on the Greek economic adjustment programmes and then on the European Green Deal. Before joining the Commission, Carlo worked at the Italian Regulatory Authority for Energy, at the Department for European Affairs of the Italian Prime Minister’s Office, at Ambrosetti-European House, and at the Italian Senate.
Between 1993 and 2013 Carlo was professor of European Economic Policy at LUISS “Guido Carli” University of Rome. He is a Catto Fellow of the Aspen Institute USA and a member of Aspen Institute Italia.
