Title and Organization:
Carlo works at the Secretariat-General of the European Commission, where he coordinates legislative initiatives on electricity and gas markets in the European Union, and supports and inform the Cabinets of the President and of the Vice president of the Commission on issues of particular political significance. In 2018-2019 Carlo was Deputy Head of Cabinet of the Italian Minister for European Affairs, Paolo Savona, assisting and advising him in the formulation, communication and implementation of policy, and in the relations with the European Commission. In 2013-2017, Carlo was Senior Economist for Greece at the Commission (DG ECFIN). He designed, negotiated, and monitored macro and structural reforms under the Greek Economic Adjustment Programmes, with leading roles in the comprehensive reform of the energy sector in Greece and in the restructuring and modernization of the Greek public administration. Before joining the Commission, Carlo was in 2011-2013 assistant to the Board of the Italian Regulatory Authority for Energy, advising on internal and European regulatory issues, while between 2005 and 2011 he was a Director in the Department for European Affairs of the Italian Prime Minister’s Office, where he was directly involved in the negotiation and coordination of the Italian position on EU directives and regulations. Carlo was professor of Economic Policy and European Economic Policy at LUISS “Guido Carli” University of Rome between 1993 and 2013, Senior Advisor for Ambrosetti-European House in 2001-2005, and economic advisor and press secretary at the Italian Senate, between 1993 and 2005. Carlo is a Catto Fellow of the Aspen Institute USA and a member of Aspen Institute Italia.
