Bio:
Elba Garcia was elected to Dallas City Council in 2001. She was named Mayor Pro Tem in her last term, which ended in 2009. Garcia was born and educated in Mexico City, where she earned a bachelor’s degree in odontology from Universidad Autonoma Metropolitana in 1984. She immigrated to the United States later that year, where she continued her education at El Centro College and Baylor College of Dentistry.
