Kody Kinsley is North Carolina’s Secretary of Health & Human Services, appointed by Governor Roy Cooper and confirmed unanimously by the NC Senate. He oversees 18,000 staff and a $38 billion budget.
Under his leadership, NC expanded Medicaid at a record pace — enrolling over half-a-million individuals in just over 7 months. He spearheaded the transformation of the behavioral health system, pairing major policy reforms with strategic investment of $835 million. And he provided relief of $4 billion in medical debt for 2 million low and middle-income North Carolinians at no cost to the state tax payer.
Kinsley served two Presidents as the Assistant Secretary of Management of the U.S. Treasury.
Kinsley is a first-generation college student, earning his bachelor’s degree from Brevard College and his master’s in Public Policy from the University of California at Berkeley. He is a Fellow of the Civil Society Fellowship and a member of the Aspen Global Leadership Network.
