Economist and historian from the Universidad de los Andes, with a master's degree in Economics from the same university and a Doctorate in Urban and Regional Planning from Cornell University. He was recently in the Ministry of Agriculture as Vice Minister of Rural Development and in the United Nations Development Program leading the Poverty Reduction Management. In 2023, WËIA founded a Fintech focused on financing small farmers.
